The Center was launched as a partnership initiative between the Academy of Scientific Research and Technology (ASRT), the International Institute for Applied Systems Analysis (IIASA, Vienna), and the Institute of National Planning (INP), Egypt\u2019s leading think tank in planning and sustainable development.<\/p>\n<p>The Center was initially funded by ASRT for two years (October 2021 \u2013 December 2023). Funding was renewed for an additional three years (November 2024 \u2013 October 2027).<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Vision and Mission of NAASAC<\/strong><\/p>\n<p><strong>Vision<\/strong><\/p>\n<p>To build a strong and enduring culture of systems thinking and evidence-based decision-making, and to disseminate this culture regionally.<\/p>\n<p><strong>Mission<\/strong><\/p>\n<p>To strengthen capacities in North Africa in systems thinking and applied systems analysis, foster a culture of evidence-based policymaking, and promote this approach across the region.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Phase I<\/strong><\/p>\n<p><em>(December 2021 \u2013 November 2023)<\/em><\/p>\n<p>During this phase, NAASAC\u2019s activities focused on:<\/p>\n<ul>\n<li>Capacity building<\/li>\n<li>Awareness raising<\/li>\n<li>International collaboration<\/li>\n<li>Scientific publication<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Phase II<\/strong><\/p>\n<p>Based on the achievements of Phase I, ASRT funded a second phase for three years.<\/p>\n<p>The main objectives of Phase II include:<\/p>\n<ul>\n<li><strong>Transforming scientific roadmaps into policy options:<\/strong><br \/>\nBuilding on roadmaps and targeted studies developed by ASRT\u2019s specialized scientific committees to produce formal policy options for decision-makers. This was achieved through:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Capacity Development <\/strong>\n<ul>\n<li><strong>Applied Systems Analysis Diploma<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>The Diploma was delivered to mid-level government employees and researchers from academic and research institutions in Egypt, as well as two Arab countries (Sudan and Palestine). The comprehensive 180-hour diploma program trained a total of 36 participants through two consecutive cohorts. At the&nbsp;<strong>7th Cairo International Innovation Fair 2023<\/strong>, held in the New Administrative Capital, the center conducted an interactive workshop for&nbsp;<strong>17 children<\/strong>&nbsp;(ages 7\u201312) from the Child University. Through engaging games and exercises focused on the water cycle, young participants were introduced to systems thinking concepts. The session was facilitated by a team of young researchers from INP.<\/p>\n<p>Additionally, NAASAC hosted specialized seminars for academic audiences, including:<\/p>\n<ul>\n<li>Systems thinking seminar for&nbsp;<strong>28 first-year students<\/strong>&nbsp;enrolled in the Professional Master\u2019s program in&nbsp;<em>\u201cSustainable Development Planning\u201d<\/em>&nbsp;at INP (<strong>April 14, 2023<\/strong>).<\/li>\n<li>A seminar for&nbsp;<strong>40 final-year students<\/strong>&nbsp;from various Egyptian universities (<strong>September 4, 2023<\/strong>), emphasizing the application of systems analysis in solving real-world challenges.<\/li>\n<li>A session for&nbsp;<strong>20 students<\/strong>&nbsp;at the Arab Academy for Science, Technology &amp; Maritime Transport (<strong>December 27, 2023<\/strong>), integrating systems approaches into technology and transport studies.<\/li>\n<li>The center also organized an&nbsp;<strong>introductory seminar<\/strong>&nbsp;on the&nbsp;<em>Young Scientists Summer Program (YSSP)<\/em>&nbsp;(<strong>November 8, 2023<\/strong>), highlighting opportunities for early-career researchers to engage with IIASA\u2019s global network.<\/li>\n<\/ul>\n<p><strong>International cooperation<\/strong><\/p>\n<ul>\n<li>NAASAC actively participated in several significant international events and collaborations to advance systems thinking and policy analysis. In April 2022, the center co-hosted the virtual&nbsp;International Training Workshop on \u201cUsing Tailored Analytical and Modeling Tools for Country-Specific Needs\u201d&nbsp;(April 6-7).<\/li>\n<li>Participation in the&nbsp;Sustainability Research and Innovation Conference 2022, held virtually in Pretoria, South Africa (June 20-24).<\/li>\n<li>The center contributed to capacity building through the&nbsp;Next Generation of Systems Analysts Symposium&nbsp;(August 16, 2022, South Africa).<\/li>\n<li>NAASAC\u2019s global presence was highlighted at the&nbsp;World Science Forum&nbsp;in Cape Town (December 6-9, 2022), where it shared insights on systems approaches to sustainable development.<\/li>\n<li>The center\u2019s work was featured in an&nbsp;IIASA Connect Dialogue&nbsp;(April 12, 2023), showcasing its regional impact.<\/li>\n<li>A notable collaboration was the&nbsp;\u201cAI and Data in Global Health\u201d workshop&nbsp;(September 18-19, 2023), which examined policy gaps in AI and data science from an African perspective. This event represented a strategic partnership among the Academy of Scientific Research and Technology, Institute of National Planning, and the Science for Africa Foundation, reinforcing North-South knowledge exchange in emerging technologies. The two-day event focused on examining critical policy gaps in artificial intelligence and data science applications within the healthcare sector, adopting a distinctly African viewpoint.<\/li>\n<\/ul>\n<p><strong>Publications<\/strong><\/p>\n<ul>\n<li><em>\u201cDecent Life Initiative and SDGs: A Systems Thinking Approach\u201d<\/em>, <strong><em>Systems<\/em><\/strong><strong>&nbsp;(2023)<\/strong>.<\/li>\n<li>\u201cSystems Thinking to Support Arab Sustainable Development Policies &#8211; In Light of Global Experiences.\u201d An Arabic book published in 2024.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Phase II (JUNE 2024 \u2013 May 2027)<\/strong><\/p>\n<p>Funded by ASRT for three years, NAASAC\u2019s second phase focuses on:<\/p>\n<ol>\n<li><strong>Policy Translation of Scientific Roadmaps<\/strong>: Transforming technical roadmaps produced by ASRT\u2019s specialized scientific committees into actionable policy recommendations. This involves refining research outputs into decision-ready policy options that address national challenges, presented in the precise language and format preferred by policymakers.<\/li>\n<li><strong>Strategic Collaboration with IIASA<\/strong>: Developing joint project proposals for international funding to implement IIASA\u2019s modeling frameworks in Egyptian and African\/Arab contexts. This includes comprehensive training programs to build local capacity for independent model applications.<\/li>\n<li><strong>Advanced Evidence-Based Policy Training<\/strong>: Fully revising the diploma curriculum based on lessons learned from previous cohorts. The enhanced program will strengthen interdisciplinary connections and emphasize policy brief development, with annual offerings throughout the funding period.<\/li>\n<li><strong>African Leadership in Evidence-Informed Policymaking<\/strong>: Establishing Egypt as a regional hub by adapting our programs for non-Arabic speaking African nations, promoting South-South knowledge exchange in policy development.<\/li>\n<li><strong>Professional Policy Community Building<\/strong>: Expanding the IIASA Connect platform to create Egypt\u2019s premier network for applied systems analysis, connecting government policy specialists and researchers through curated events and expert speaker series.<\/li>\n<li><strong>Research-to-Policy Culture Initiative<\/strong>: Conducting seminar series titled \u201cCan Research Truly Guide Policy?\u201d to improve researchers\u2019 ability to produce policy-relevant work and increase uptake of evidence in decision-making.<\/li>\n<li><strong>Universal Systems Thinking Access<\/strong>: Delivering \u201cShaping Your Future: Success Strategies\u201d workshops tailored for youth and specific communities to democratize systems approaches.<\/li>\n<li><strong>Enhanced YSSP Participation<\/strong>: Strengthening Egyptian representation in IIASA\u2019s Young Scientists Summer Program through improved candidate preparation and clearer communication of selection criteria.<\/li>\n<\/ol>\n<p><strong>NAASAC\u2019s Main Activities (Phase II)<\/strong><\/p>\n<p><strong>Policy Translation of Scientific Roadmaps<\/strong><\/p>\n<p>Writing a policy summary for the study &#8220;Obesity in Egypt: Dangers, Consequences and what the government can do about it.\u201d, which is one of the studies of the specialized councils at the Academy of Scientific Research and Technology.<\/p>\n<p><strong>Capacity Development &nbsp;<\/strong><\/p>\n<ul>\n<li><strong>Evidence-Based Decision-Making Diploma<\/strong><\/li>\n<\/ul>\n<p>This program represents NAASAC\u2019s commitment to building&nbsp;institutional capacity&nbsp;for data-driven governance across Egypt\u2019s administrative structure. Dr. Mohamed Abdel Hamid Helmy reviewed the most important scientific topics presented by the summer school, as well as his personal experience in traveling and collaborating with trainees of different nationalities, to introduce young researchers to the possible opportunities and the most important topics of summer training at IIASA.<\/p>\n<p><strong>Workshop<\/strong><br \/>\n<strong>Science to Policy Communication <\/strong>(December 2024)<\/p>\n<p>A workshop titled &#8220;Science to Policy Communication&#8221; was held on December 1st and 2nd, 2024, at INP, organized by NAASAC and the Nordic Africa Institute (NAI) at Uppsala University, Sweden. The workshop aimed to explore the role of science-policy communication in making sound, evidence-based decisions, identifying stakeholders and how to engage them, and effective communication strategies for decision-makers. Twenty-six researchers from various research institutions attended the workshop (19 from INP, 5 from the National Center for Social and Criminological Research, and one from the Information and Decision Support Center).<\/p>\n<p><strong>From scientific research to decision-makers and various stakeholders<\/strong><\/p>\n<p>NAASAC held a seminar at INP on Monday, February 3, 2025, entitled &#8220;From Scientific Research to Decision-Makers and Various Stakeholders.&#8221; Speakers included Dr. Amani El-Reis, Dr. Nevin Abdel Aziz, and Dr. Mai Mostafa. The seminar aimed to highlight the scientific environment and the optimal mechanism for promoting evidence-based policymaking, as well as to review the various types of policy-oriented publications and the multiple channels for communicating scientific findings to stakeholders.<\/p>\n<p><strong>Seminar: \u201cThe Role of Systems Thinking and Its Various Scientific Tools in Supporting the Decision-Making Process at the National and Institutional Levels\u201d<\/strong><\/p>\n<p>The seminar was organized on Friday, April 18, 2025, for students of the Professional Master\u2019s Program in Sustainable Development Planning at INP.<\/p>\n<p><strong>Systems Thinking for Kids: \u201cThe Life Cycle of Water\u201d<\/strong><\/p>\n<p>An awareness day on systems thinking was held for the children of institute employees on Monday, September 15, 2025, using the theme &#8220;The Life Cycle of Water\u201c. The workshop aimed to raise awareness of systems thinking through various games and exercises related to the water cycle. Seventeen children of employees (nine boys and eight girls) participated in the workshop.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Organize the day of IIASA\u2019s members visiting INP<\/strong><\/p>\n<p>The President of the Institute of National Planning (INP) welcomed Dr. Karen Lips, Deputy Director of the International Institute for Applied Systems Analysis (IIASA), and Dr. Taher Kahil, Research Group Leader at IIASA, to explore potential avenues for collaboration between both institutes.<\/p>\n<p>The visit featured two public lectures held at INP.
